English Language Investment and Training for Economic Success

The U.S. Mission in Iraq announces an open competition for eligible organizations to submit proposals to implement The English Language Investment and Training for Economic Success. This project will support 100 university and vocational students ages 22-25 for a one-year mentorship program. The program’s objective is to improve the ability of local youth to find employment outside the public sector, including through entrepreneurship opportunities. The program is founded as a result of the obstacles faced by job seekers entering the labor market. The program mainly focuses on developing human capital through organizing professional training courses provided by qualified trainers.

In light of health safety considerations arising from COVID 19, applicants are encouraged topresent creative solutions and recommendations for project components which eliminate orgreatly reduce the risk of coronavirus transmission for program managers and participants, toinclude (but not limited to) social distancing, the use of face masks, and virtual meeting anddistance learning technology. High underemployment in the private sector continues to be aproblem in Baghdad, particularly for youth. Existing employment opportunities are concentratedprimarily in the public sector, constraining local employment options. The English LanguageInvestment and Training for Economic Success (ELITES) Program will recruit local businessprofessionals to work with a diverse group of youth to build leadership and professional skillswith the goal of increasing their employability and successful career in the private sector.

Eligible applicants: Applications must be submitted by U.S. public and private non-profit organizations.

Eligibility: Applicants must:

  • • Have demonstrated experience developing and administering similar programs;
  • • Have the capacity to operate in Iraq and have active partnerships with organization(s)operating in Iraq needed to support the program.

Other Requirements

Reporting RequirementsThe recipient agrees to furnish the US Embassy Baghdad with a final report on activities carried out under the award, including accounting for award funds in sufficient detail to enable US Embassy Baghdad to liquidate the award. The report must be submitted to the address specified in the award.REQUIRED
